A good overall design could be modeled somewhat on the Croatian flag.<br /><br />Central design:<br />The central elements on the flag should definitely be the carrocio(the infamous flag cart) and the campanile. How about a campanile inside a caroccio? This combined central symbol can be inside a Western-style shield. <br /><br />All Lombard lands had a strong civic culture and still do, to some extent. These symbols would speak to that.<br /><br />The periphery of the central emblem could be adorned with 5-6 symbols(as is the case with the Croat flag) honoring some nations. Possibilities:<br />a fleur-de-lis(Florentines and Tuscans in general) <br />Camunian rose(Orobians) caveja(Romagnoli) <br />a wreath(Latins)<br />etc.<br /><br />For the colors---yes, red and white are an absolute must. We should also throw in green.<br /><br />Basically, three(thick) horizontal stripes from top to bottom: Red, White and Green. The green stripe should be cut by three fine blue stripes in reference to the three great valleys: Po, Arno, and Tiber.<br /><br />Finally, facing the central emblem, in the white stripe, two chimeras can be positioned.
